LNG Construction Manager

 

Mission Tasks

Manages the assigned project construction activities and all assigned site activities, in compliance with objectives assigned in terms of quality, terms and costs ensuring the respect of HSE and quality regulations.

 

Professional Skills

1) Prepares and Implements the work execution plan and budget as relevant to the construction activities together with Project Manager Onshore, Onshore Engineer and Project Control Engineer. 2) Manages and coordinates construction activities. Interfaces as required with other Project teams including design, procurement, logistics, HR, Project Control. 3) Liaises directly with the customer, partners of an RTI consortium or joint venture (J/V), local bodies and authorities, acting as site company representative. 4) Supervises sub-contracted construction and assembly works and in particular, monitors the reliability of local companies. 5) Checks the availability of local construction materials and labour and inform the PM, 6) Purchasing and Personnel functions accordingly; familiarizes with local requirements governing the employment of labour and monitor, where applicable, the professional training of local personnel. 7) Issues periodical reports on the state of works, customer relations, the state of direct labour, suppliers and subcontractors, as well as critical states and progress forecasts for site activities. 8) Monitors the progress of construction works through the weekly review meeting. 9) Monitors the quality and security of work, availability of assets and equipment and the performance of direct labour and subcontractors. Monitors the state of progress and compliance with deadlines. In collaboration with the Project Manager, identify and implement the corrective actions required to contain any deviations from the budget. 10) Ensures that any extra costs incurred for defective supplies identified during assembly are duly debited. Handles any dispute or claim with partners, suppliers, contractors and insurance companies on behalf of the party to which payment is owing. 11) Checks job account to the Client, to as-built suppliers and sub-contractors. 12) Checks the project cash-flow, as regards to the site. 13) Monitors and contains current expenditure for the site’s operation and obtain advance approval for incidental costs. 14) Monitors functional tests and delivery to the customer, completes with the required certification. 15) Supervises the demobilisation, withdrawals from and closure of the sites on fulfilment of contractual obligations in relation to the progress of works. 16) Is responsible for the planning, organization, and management of all activities on the plant construction site. 17) Keeps the necessary contacts with the Client, with the partners of a temporary business combine or joint venture and with the local authorities and institutions. 18) Defines the detailed construction plan in collaboration with the Project Team and in congruity with the general project program. 19) Collaborates with the Project engineer for the preparation of the operating procedures concerning the construction activities. 20) Collaborates and participates with the Design team in the verification of the Design with particular regard to the construction feasibility & constructability aspects. 21) Ensures the correct application of the quality control plans and the work safety provisions and measures. 22) Supervises the assembly work carried out directly and the activities carried out by the Contractors. 23) Verifies the local availability of labor and materials for assemblies and informs the PM, the Purchasing and Human Resources Units concerned. Acquires familiarity with the local legislation on labor and, if necessary, sees to the vocational training of the local personnel. 23) Issues periodic reports on Client relations, the course and results of the activity carried on by the Company, Vendors and Contractors, the critical aspects, and the progress forecasts of the yard activities. Monitors the progress and the observance of deadlines. 24) Collaborates with the PM to identify and apply any corrective actions necessary for limiting deviations from estimates. 25) Reports to the PM any non-conformances found at the moment of receipt of the materials and prepares claims for damages to materials during transportation. 26) Checks and approves requests for new prices from Contractors and prices for work not included in the estimates. 27) Aids the PM in managing disputes with Partners, Vendors, Contractors, and Insurance Companies. 28) Ensures the issuing of the voucher documentation of the invoices to the Client. 29) Checks and approves the voucher documentation for the payment requests received from Contractors and Vendors. 30) Checks the project cash flow, in relation to the site. 31) Checks and limits the current expenses for the site’s functioning and requests approval of costs not included in the estimates. 32) Oversees the functional tests and gives the report to the Client, together with the required certificates.

Plans, co-ordinates and controls the execution of allocated projects; ensures completion in accordance with Client requirements and objectives, within time and cost constraints; achieve profit objectives ensuring the observance of HSE and Quality procedures and practices.

 

Professional Skills

Acts as the focal point for all project activities including engineering, procurement, construction, commissioning (as applicable) and retains the final responsibility for the execution of the Project. He represents the Company towards the Client and resolves all issues related to the implementation of the Project activities. Acts as the single point of contact with the Client and ensures positive relations are maintained with Client Representatives within the Contract obligations. Performs an in depth review of the contract, the tender and bid documents. The Project Manager and his team look in depth at the contract's elements, understand the Scope of Work and endorse the Client's needs and objectives, assimilating what has been defined in the commercial phase. Puts in place the project team and structure by defining and implementing, in cooperation with the pertinent key personnel, the Project Organization Chart, the Work Breakdown Structure (WBS) and the project Execution Plan (PEP). Maintains close links with the partners of a consortium or joint venture-(J/V). Proposes the make-up of the Project Team and issue, in the project initial phase, the co-ordination procedure, even if only partial. Ensures the development and the revision of the Project Execution Plan, monitors the progress of the project phases, in accordance with the scheduled times and the cost and quality estimates and objectives. Establishes, with the Project Control Manager, a budget; monitors the costs against the budget, identify and implement remedial actions in case of overrun; report to the area \ corporate the results on regular base. Ensures the correct allocation of the resources necessary for carrying on and completing the project. Authorizes whatever is foreseen and planned for the completion of the various work phases and analyzes the cost estimate, adopting the necessary corrective actions when called for. Keeps the contacts with the local Group companies involved in the project. Ensures that the level of performance is in accordance with the Contract specifications, that the costs fall within the estimate limits and that the execution time of the project phases progress as set down in the contract. Keeps the appropriate communications with the Area Manager and the connections with the Units concerned in order to ensure an efficient project management. Makes the critical revision of the contract. Asks, if necessary, for the assistance of the Commercial Unit to solve all disputes or to interpret the contract itself. Ensures that all aspects of the project are in accordance with the Client’s specifications and the company procedures and policies. Ensures the preparation, implementation and updating of the project Quality Plan and ensure that all project members are familiar with its contents. Defines and organizes the utilization of the human resources, machinery, materials, Contractors and anything else, plans the necessary procedures for the execution of the project. Manages all contract negotiations with the Client, including additional work and variations. Carries out monitoring and produces reports on the project’s general performance. Collaborates closely with the Managers of the administrative and financial Units for a regular updating of the state of the Client’s payments; indicates the most important contract deadlines and identifies the events that may cause delays in the payments. Undertakes any necessary actions with the Client with regard to payments in the event of disputes or anomalous delays. Co-ordinates the requests for the construction activities with the Construction Manager and the Area Manager. Starts up and co-ordinates the monthly invoicing activity. Implements the award and eventual management of the Subcontractors during all the project phases in order to ensure the conformity of the work with the contract specifications. Works toward the technical close-out of the project in observance of the co-ordination requirements connected with the work progress. Assists the Client during the warranty period. Produces a project close-out report containing all significant information for future use by the company units concerned. Defines the necessary logistical structures (camp of living quarters, offices, yards, material receipt and storage points, etc.), local transportation, communications, vehicle and equipment maintenance and ensures their correct management. Supervises the clearance of the materials through customs. Defines the resources (personnel, vehicles and equipment) necessary for the execution of the construction activities and the mobilization program. Plans and organizes the demobilization and closing of the sites on fulfillment of the contract obligations according to the progress of the work.
